DOTSOFT S.A. and Epsilon Malta Ltd undertake a new project for the technical optimisation and enhancement of the digital infrastructure of the Malta Financial Services Authority
On 8 May 2026, the consortium of DOTSOFT S.A. and Epsilon Malta Ltd signed a new contract with the
Malta Financial Services Authority (MFSA), the financial services authority of Malta, for the provision of
specialised technical support services, infrastructure optimisation and enhancement of the resilience of the
Authority’s official website.
The new project concerns targeted interventions in MFSA’s existing digital infrastructure, with emphasis on
improving the performance, availability, scalability and operational stability of the system, particularly
during periods of increased traffic or exceptional operating conditions.
According to the contract, the services focus on three key areas:
1. the upgrade and dynamic scaling of the cloud infrastructure (Infrastructure Scaling),
2. the optimisation of content delivery mechanisms and web traffic protection (CloudFront Caching &
WAF URI Redesign), and
3. the enhancement of availability control and operational readiness mechanisms for the systems
(Gated Health Check / Instance Readiness).
Within the framework of the project, the consortium will implement interventions that will enable MFSA’s
infrastructure to respond more efficiently to increased usage loads and sudden changes in traffic, while also
improving the management of available computing resources. At the same time, caching and web
application protection mechanisms will be strengthened, with the aim of reducing the load on backend
systems, improving response times and protecting the website against malicious or abnormal traffic. In
addition, the availability control procedures for cloud instances will be upgraded, ensuring that newly
activated dynamic resources are fully operational before serving real production traffic.
The project forms part of MFSA’s strategy to ensure high availability, security and operational continuity of
its digital services, which support critical functions of Malta’s financial ecosystem. The main benefit for the
Authority is the enhancement of the reliability and resilience of its official website, the reduction of
technical failures during peak periods, the more efficient utilisation of cloud infrastructure and the overall
